The Old Mariner, who appears on the east end of the Beach when it rains (you must upgrade the damaged bridge using 300 wood if you didn’t previously), will sell you a Mermaid’s Pendant after you have 10 hearts.
He won’t sell it to you unless you renovate your home to include a kitchen – which is the first upgrade in the game.
